protecting BBC reception for the old, thick and poor English (UK)

What's all this about the BBC wanting more licence fee (tax money) so they can make sure everybody can receive digital media when they switch off the analog media?

Sorry, but it is not the function of a state to impose taxation so that "vulnerable" groups of people can continue to recieve state TV. This especially true when those groups include those too unfamiliar with technology generally (the old), those who are too thick to understand it, or too poor to buy it. The most socially worthwhile group I can think of is that microscopic minority not able to appreciate or control digital TV technology without help because they have a disability - not that I would vote for that to be sorted out by the state.

Unless the UK has become a totalitarian communist state intent on spreading propaganda I don't see how this switch-over cost can be a justifiable spending priority (or taxing priority) for anybody at any level. It's not like they're talking about protecting people from an infectious disease, or helping the citizenry repel invaders.

Sometimes when there's a lot going on in your head its nice to get it out on paper. Paper's too old fashioned so this programmer does it online. I'm 25 living in London and trying to develop an intelligent opinion about how the world should work. I'm not all there yet, so do help me out.
